A new window named as Chrome Legacy Window is opened automatically that is not close able.

Chrome Version       : Version 53.0.2756.0 dev-m (64-bit)

What steps will reproduce the problem?
(1) open chrome
(2) A new window named as chrome legacy window will be opened on task bar that is not closeable
(3) Almost all of the desktop area freezes not be able to interact using click or right click on that area
(4) need to open Task Manager to close that task of Chrome Legacy Window and kill process related to that application.

What is the expected result?
There should be nothing like that happen when a chrome browser window is opened.

I believe that it's a duplicate of an  issue 400610

It may be a duplicate but its on latest build

This is similar to  Issue 616410  which was fixed and verified. Hence merging this issue.
