Pre-condition: Enable 'Material Design User Manager' flag from 'chrome://flags'

What steps will reproduce the problem?
(1)Launch chrome -> Sign into Profile-> click on avatar icon 
(2)Now click on 'Switch person' option for User Manager window-> Select 'ADD PERSON'-> Now Check the 'Supervise this person...' checkbox -> click "Select an account" Dropdown
(3)Now Observe Drop down Option is seen overlapped with the Label "Select an Account" (Please refer Video and screenshot)

Expected: Drop down Option should not be overlapped with the Label "Select an Account"
Actual: Instead Drop down Option is seen overlapped with the Label

Note: 
Focus is seen on two options on mouse Hovering(Please refer "Actual_FocusForTwoOptions" Video)
Ex: If there are  more than Two Accounts in the Drop down try to hover the mouse on second option and observe focus is seen for two Options 

This is Regression Issue Broken in M-53

Note : Unable to provide narrow bisect as sign in to chrome in chromium builds is not possible, hence providing Manual change log info.
