Sheriffbot-Auto-triage Rule: Archive Available bugs which have no categories and not modified for an year

Idea: only zap bugs WHERE THE LAST COMMENT WAS NOT THE SUBMITTER'S.

I.e., where the submitter didn't respond to a question posed by staff.

Thanks for the report. If no categories/component, then bug may not looked and updated at all.

So closing this, but we will make changes to our triage process, to add components/categories when asking questions to the reporter, so we can avoid bugs in this state.
