None of the boards in ToT use its u-boot output; they all use u-boot built from firmware branches and stored in the binary component server.

But the u-boot build in ToT lives on for some boards.  This blocks refactoring vboot_reference and chromeos-bootimage, because they keep trying to build u-boot.

We need to expunge those stale references to u-boot from ToT.
