ctrl is not underlined when performing keyboard shortcuts with sticky mode enabled.

Issue description

Version: 53.0.2760.0 / 8249.0.0

What steps will reproduce the problem?

1. Turn on sticky keys via a11y settings.
2. Press ctrl, then lift finger. See that a little grey box on the upper left of the screen appears with "ctrl", "alt", "shift", and "search". Ctrl is now bold, and the other elements are grey.
3. Press t. See that a new tab opens and the grey box disappears.
4. Press ctrl twice. See that the box reappears and now ctrl is underlined.

What is the expected output?

ctrl should be underlined

What do you see instead?

ctrl is not underlined

This was working fine in 53.0.2754.0 / 8406.0.0 build and its broken in 

53.0.2760.0 / 8249.0.0 build
