find new home ABI functions in cros_host.py

In particular for get_cts_abis() and friends, but if possible refactor the whole file:

It's sufficient to find a better home than CrosHost for these
three methods:
    get_cpu_arch()
    get_cts_abis()
    get_cts_labels()

Indeed.  One of the specific goals of the label detection framework
was to provide a home for this kind of out-of-place method.
