App windows cannot restore proper positions when they are multiple opened

What steps will reproduce the problem?
(1) Open two Files app windows
(2) reboot

What is the expected output?
two Files app windows should remain the same position
What do you see instead?
they are not

Looks like it happens only when there are multiple the same kind of app windows opened.

This bug cannot reproduce now, because files app window are not restored across reboot. Is this regression or intentional change in a later milestone?
