Page jumps to top immediately when opening a sub-page

Issue description

Version: 53.0.2764.0

1. Open chrome://md-settings
2. Scroll down
3. Open a sub-page (e.g. manage search engines)

Expected: the section smoothly expands to fill the height.
Actual: the scrolling container for the page jumps to the top first.
