The Developer Tools process is hung

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
I went to the new tab page, pressed F12, wrote some code in the console and pressed Enter -
onkeydown=e=>console.log(e.getModifierState())

What is the expected behavior?
It hangs out with me.

What went wrong?
It just hangs. Lonely me.

Did this work before? N/A 

Chrome version: 51.0.2704.84  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

(You need to request access. I am not playing hard to get!)

I closed the tab, but the Chrome task manager showed that the Developer Tools kept running (it was dicked), so it basically became a zombie process.

I forgot to mention that this behavior is not persistent. Repeating the step on a new instance did not result in a hang, luckily for me, unfortunately for the project.
