Dragging DOM element in Developer tools produces shadow that escapes browser window

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.24 Safari/537.36

Steps to reproduce the problem:
1. Visit random web page
2. Open Developer tools (Via F12 OR context-menu
3. Click & hold DOM element
4. Move it around

What is the expected behavior?
Shadow should be contained inside developer tools

What went wrong?
Currently the shadow escapes not only the developer tools, but the browser window too. 

Did this work before? Yes 

Chrome version: 52.0.2743.24  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0
