Unable to drag and drop tabs to different positions

Issue description

Chrome Version       : 51.0.2704.79
OS Version: Ubuntu 16.04 LTS
Kernel: 4.4.0-22-generic
Windowing: GNOME Shell 3.18.4

What steps will reproduce the problem?
1. Open at least two tabs
2. Start dragging one of the tabs

What is the expected result?
Should be able to drop the tab back into the same position and a new position on the same or another chrome window

What happens instead of that?
The tab turns into a new window and cannot be dropped onto it's original window or any other chrome window.

Works fine for me on Linux Ubuntu 14.04, chrome version: 51.0.2704.84. Able to drag, drop and merge tabs without any issues.

If reproducible this looks to be Ubuntu 16.04 specific. Looping MTV@ team for confirmation if it's available there.
I think this may have been a temporary problem with my x server. Since a restart, I am no longer seeing this problem.
