Focus shifts to Incognito window, on Undoing a theme in normal window.

Issue description

Version: 53.0.2763.0 (Official Build) dd933bda0baa6a13ab0120f0056a2b783e459efb-refs/heads/master@{#398752} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, open above URL in normal window and then open a New Incognito window.
2) Open above URL in Incognito window and then switch to normal window.
3) Add the theme (Infobar is seen), click on Undo option in infobar and observe.

When theme is Undo, focus switches to Incognito window.

Focus should not switch to Incognito window, when theme is Undo.

This is a Regression issue broken in M-33, below is the bisect info

Unable to reproduce the issue on win10 chrome version 53.0.2785.143 and canary 55.0.2880.0 - Focus stays in normal window when theme is Undo
