What steps will reproduce the problem?
1) Launch chrome and navigate to above url
2) Now press 'Tab' key from keyboard until the focus ring is set on 'Keiser university' portal button.
3) Now observe the LHS of blue focus highlight

Actual : Blue focus ring appears to be chopped on LHS
Expected : Blue focus ring should be seen properly

This is a regression issue broken in 'M-52' and below is the manual regression and Narrow bisect info:
Good build : 52.0.2717.0
Bad build : 52.0.2718.0

Note : 1). Issue is not seen in other browsers like Mozilla Firefox and Internet Explorer.
       2). Issue is not reproduced on Mac and Linux OS.
