Regression : Page doesn't get scroll with mouse wheel in connected-mind app.

Issue description

Version: 53.0.2763.0 dd933bda0baa6a13ab0120f0056a2b783e459efb-refs/heads/master@{#398752} (32/64-bit)
OS:  Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and navigate to above url and add app.
2) Now launch app and click on '?' on top of page and overlay gets open.
3) Now place the mouse cursor over scroll bar of page and try to scroll using mouse wheel and observe

Actual : Page doesn't get scroll with mouse wheel after placing mouse cursor over scroll bar
Expected : Page should get scroll with mouse wheel after placing mouse cursor over scroll bar

This is a regression issue broken in 'M-51' and below is the manual regression and Narrow bisect info:
Good build : 51.0.2673.0
Bad build : 51.0.2674.0

This is working as intended - wheels over the "background page" are also blocked, not just the scrollbar. The background page has a wheel handler; removing it allows scrolling again so they're trying to block scrolling by blocking wheel events. Dragging the scrollbar like this doesn't apply. I'm not sure why this used to work but this looks like correct behavior to me.
