Wrong name is displaying in wrench menu for Guest user.

Issue descriptionChrome Version: 53.0.2763.0 (Official Build)dd933bda0baa6a13ab0120f0056a2b783e459efb-refs/heads/master@{#398752} 32/64-bit. OS: Windows (7,8,8.1,10), Linux(14.04 LTS), Mac(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome and click on 'Switch person' option from profile bubble. 2. Click on 'Browse as Guest' option from Switch person window. 3. Now, Go to wrench menu list of Guest user and observe. Wrong name of 'New window' is displaying on wrench menu list for Guest user. Instead on 'New window', 'New guest window' option should be present in wrench menu list. This is a non regression issue, seen from M-32 series. Kindly review the attached screen-cast for reference.
