Surface Pro on screen keyboard no longer opens automatically

Issue descriptionDevice name: From "Settings > About Chrome" Application version: Version 51.0.2704.84 OS: Windows 10 Steps to reproduce: (1) Touch screen to select text field/url/search Expected result: Windows on screen keyboard should open Actual result: It does not. Must be opened manually. Worked before update. This same issue has popped up with previous versions as well.

Able to reproduce this on the latest stable(51.0.2704.84) on Windows-10 Dell touchscreen laptop. Worked fine on the latest beta(52.0.2743.33) and the latest canary(53.0.2766.0). Reverse bisected to find the CL that fixed this.
