What steps will reproduce the problem?
(1)Sign in to user>> Launch browser>> go to google images>> download 1 image>> again download one more image>> and observe

Expected: Second downloaded image should be seen in notification bar, but we can see 1st downloaded image's notification bar even after saving the 2nd image in to Files.app

Actual:
1. Instead flash of 2nd image's notification bar is seen above 1st downloaded image's notification bar
2. It is showing 2nd image's notification bar but after some time (delay is seen)

This is a Regression issue as issue is not seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy

Issue is not applicable to Linux and Windows
