Regression : Overlapping of 'loading spinner' on 'search icon' is seen in chrome://history.

Chrome version : 53.0.2763.0 (Official Build) dd933bda0baa6a13ab0120f0056a2b783e459efb-refs/heads/master@{#398752} 32/64 bit
OS :  Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://history.
2) Click on Search field and type something, observe the loading spinner.

Actual : Overlapping of 'loading spinner' on 'search icon' is seen in chrome://history.
Expected : No such overlapping should be seen

This is a regression issue, broken in 'M-53', below is the Manual Bisect and will soon update other info.
Good Build :  53.0.2762.0
Bad Build :  53.0.2763.0

Pre-condition : Please enable 'Material Design history' flag from chrome://flags.

Status: WontFix (was: Assigned)
For the moment, this is working as intended. We'll continue working with UI to make sure that the effect is implemented correctly.
