cbuildbot isn't handling this correctly on the branches. You had some code to prevent it from being used there.... I thought.

Chatted with dnj. He thought this CL was being cherry-picked, and I'll feel better if it is. This (in combination with his already present work) will allow us to bring up, or re-image large numbers of GCE builders without having to worry about overloading GoB. https://chromium-review.googlesource.com/#/c/351260/1

No. DNJ has explicit code to not use the option on older branches, but I forgot we'd agreed to cherry-pick to R52, and so I didn't do it.
