Bold only the user name of the reviewer which has submitted a comment

Issue description

I run into this scenario pretty often.

Scenario:
A CL has multiple reviewers. I am one of the reviewers.
1) I review the CL and leave comments. This unbolds the entry in the "Incoming Reviews" table
2) Another reviewer leaves a comment. This causes the entry in the "Incoming Reviews" table to be bolded again
3) CL owner does not reply to reviews comments for 1 week.

Expected:
From looking at the entry in the "Incoming Reviews" table I can tell whether the CL author has replied to either of the reviewer's comments
Actual:
In order to tell whether the CL author updated the CL I need to click on the CL. If I review many CLs a day this is a pain.

Suggestion: For an entry in the "Incoming reviews" table bold the user names in the "Owners" column and the "Reviewers" column only if that person commented on the CL since the last time that I commented on the CL

Rietveld is currently in maintenance mode while we transition to Gerrit. A broader announcement will be made shortly. This bug will be kept open to ensure that the behavior doesn’t manifest itself in the new tool.
