The owner of this bug shall work with Chromium trooper (https://chromium-build.appspot.com/p/chromium/console) to increase the rollout percentage.

Sorry, I missed this.  I am not familiar with this process either, I've never added anything to the CQ myself.  Adding to trooper queue to get details on what needs to be done, we can figure out who should own this afterwards.

I'm not a CQ person (anymore), but I'm familiar with the process :-)

Re: #c3: yes, checking in a config change is all that's needed for CQ to pick it up. Watch the buildbot slave pool capacity at https://goto.google.com/momoq as you ramp it up towards 100. And if at 100 it looks ok (the pool still has some spare capacity at peak times), then enable it by default (remove the experiment_percentage field).

Please follow up with cit-cq@ for additional help making the config change.

Add Blimp Linux dbg to the CQ permanently

I reviewed a few links related to the builder and all looks
good as far as I can tell since raised to 100% yesterday.
chrome-eng-review@ stated they have no concerns, so
removing experiment percentage to make this a real part of
the CQ moving forward.
