Mus does not support disabling mouse events

Issue description

aura::client::CursorClient supports disabling mouse events. Mouse events are disabled when user starts interacting with the touchscreen. When mouse events are disabled, any mouse-event received from the system are not dispatched, and the cursor is made invisible, until mouse events are enabled again.

This is currently not supported in mus.
