linux_android_rel_ng try bot flaky |

Issue descriptionlinux_android_rel_ng try bot(https://build.chromium.org/p/tryserver.chromium.android/builders/linux_android_rel_ng?numbuilds=200) currently has too many flaky tests and exceptions and is blocking CL from landing in the past 24 hours. Yes, I know it's not limited to that CL. Just meant to say that you hit a surprisingly (and unusually, I think) high number of unique flakes while trying to commit.

All those listed failures occurred on phones that are known to be faulty. I reflashed them yesterday in the hopes that it would help, but I apparently it didn't. I'll have them replaced.
