UMA track when page does not provide any means of language information

We should UMA track how often and ideally in what situations Chrome cannot get any language informations on a page, more info:
https://www.w3.org/International/geo/html-tech/tech-lang.html

This could probably be somewhere in the shaping code. We should think about the design of the metric:
- Design it in a way that it shows a percentage of pages for which that happens?
- Or a percentage of text per page?
