Replace all usage of onPageLoadFinished() in java tests with onLoadStopped() |

Issue descriptionTabObserver.onPageLoadFinished() seems flaky, example: Issue 618064 The TabObserver.onLoadStopped() should be delivered more reliably when the tab stops loading for all possible reasons. This should be the default event to listen in tests, unless there are good reasons not to. For the rest of the code (including Tab.java - less sure)
