Regression: In Devtools, zoom dropdown does not open through keyboard in device mode.

Issue description

Version: 52.0.2743.33 (Official Build) 381c5e933974600cf004f795100242670cb0764b-refs/branch-heads/2743@{#271} (32/64-bit)
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, open New tab page and open Devtools.
2) Click on Toggle device button and then click on Width textbox on left side.
3) Now press Tab key twice, press Spacebar key and observe.

On pressing Spacebar, Zoom dropdown does not open. 

On pressing Spacebar, Zoom dropdown should open as focus is on Zoom dropdown. 

This is a Regression issue broken in M-50 series, below is the bisect info

Status: WontFix (was: Assigned)
This is a known issue - the limitation of context menus we use. Won't be fixed unless we change the implementation.
