table width 100% inside a wrapper with decimal width is not 100%

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Create a table width 100% inside a div.content
2. set the width to div.content to xxx.yy px where xxx and yy can have any values, but it MUST be decimal
3. notice the table not taking the whole available space

What is the expected behavior?
the table should take 100% of the space inside the wrapper, it only considers the math.floor as 100% 

What went wrong?
The width of the table inside the container which width is a decimal pixel value is not 100% when set as such.

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? No Safari Version 9.1.1 (11601.6.17)

I have found that setting the table width to any decimal value is impossible. it will always floor the number.
