In Feedback overlay, on clicking 'Include this screenshot' option, checkbox does not get checked.

Version: 52.0.2743.33 (Official Build) 381c5e933974600cf004f795100242670cb0764b-refs/branch-heads/2743@{#271} (32/64-bit)
OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (Ubuntu 14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, click on wrench menu, click on 'Help' option and select 'Report an Issue'.
2) Click on 'Include this screenshot' text and observe.

On clicking 'Include this screenshot', checkbox should get checked.

On clicking 'Include this screenshot', checkbox does not get checked.

This is a Non-Regression issue seen from M-31 series (31.0.1605.0).

Note: From build no: 31.0.1605.0, 'Report an Issue' overlay is seen.
