Pre-Condition:Add a supervised user (Make sure you add at least one supervised user)

What steps will reproduce the problem?
(1)Launch chrome>>sign to chrome with valid credentials and navigate to https://www.google.com/settings/chrome/manage page.
(2)Select any of the supervised user and navigate to Manage link using tab key.
(3)Now again hit tab and observe the focus.

Expected:Focus should transfer to 'Unlock safesearch' link after the manage link.
Actual:Instead focus is seen on a Dot beside to Manage link  and upon hitting on enter manage permissions overlay is opened.(Please refer to the video)

This is a Non Regression issue seen from version 36.0.1985.140.
