Issue descriptionChrome Version: 52.0.2743.33 Revision 381c5e933974600cf004f795100242670cb0764b-refs/branch-heads/2743@{#271} 32/64-bit. OS: Windows(7,8,8.1,10),Linux (14.04 LTS), Mac(10.10.5, 10.11.4) Steps: 1. Launch chrome and navigate to chrome://net-internals/#export 2. Hit F12 key and 'dock it to right', drag completely to resize the devtools window. 3. Observe the text area. Actual: Text area appear weird. Expected: Text area should be seen properly. This is a regression issue broken in M-52. This is an internal debugging page, and an issue I don't think worth is fixing. You're making a page too small to be usable, and it becomes not usable. Short of getting rid of the navigation pane, I don't think there's anything we can do here.
