Unnecessary Guest window opens after clicking on 'New incognito window' option from windows taskbar menu list

Chrome Version:52.0.2743.33 (Official Build) 381c5e933974600cf004f795100242670cb0764b-refs/branch-heads/2743@{#271} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
1. Launch chrome, go to profile icon from top right corner and click on 'Switch person' option.
2. Click on 'Browse as Guest' option from Switch person window (Guest window will open).
3. Right click on chrome icon from window taskbar to open menu list and click on 'New incognito window' option and observe.

Unnecessary Guest window opens instead of Incognito window.
Only Incognito window should get opened or 'New incognito window' option should be disable.

This is a non regression issue, seen from M-32 series.

Note: This issue is not seen on Mac and Linux OS.
