What steps will reproduce the problem?
(1) Sign in to user which has Sync Passphrase[Do not enter Sync Passphrase details] >> Observe the wrench menu icon
(2) Issue is seen also when synced extensions requires New Permissions after signing in. Click on sync error for extension and observe tip of bubble.[Please refer screenshot]
Expected: Wrench menu icon should be "3 dot orange menu" and tip should be centre aligned to error icon
Actual: Instead some error icon is seen and is not centre aligned.
NOTE:
1.If it is intended behaviour-- For a layman that error icon looks like some extension icon and he thinks that there is no wrench menu.
2.Previous behaviour[3 dot menu with orange color] when sync error is seen more understandable than this orange error icon.
This is a Regression issue broken in M53. Unable to do tool bisect as sync error is seen only after signing into chrome which can't be done in chromium builds.
