Regression : Unwanted horizontal Scrollbar is seen in learn More link of Supervised User

OS: Ubuntu 14,04

What steps will reproduce the problem?
(1)Launch chrome -> Sign in to Profile -> Go to Settings
(2)Now Click on "Add Person" Button under People -> Click on "Learn More" Link in Add person Overlay
(3)Now observe unwanted horizontal scrollbar in "what is supervised User" overlay(Please refer Video)

Expected: Unwanted horizontal Scrollbar is seen in "what is supervised User" overlay
Actual: Instead Unwanted horizontal Scrollbar is seen 

Note: On clicking "Find out more about supervised users" Scrollbar gets Vanished

This is Regression  Issue Broken in M-53

Now I am able reproduce it; the chrome window must be small enough to force the interstitial to have a vertical scrollbar.  Investigating...

The problem is that the page is using the deprecated -webkit-box CSS feature.  More about -webkit-box:

Support for -webkit-box in chromium is sporadic and crumbling at best.  That page should be converted to use the new flexbox standard:
