PermissionMenuButton doesn't get a focus border. |

Issue descriptionVersion: 53.0.2762.0 OS: All What steps will reproduce the problem? (1) Go to google.com (2) Click on the green lock icon on the left of address bar to open website settings popup. (3) Keep pressing Tab to advance focus. What is the expected output? PermissionMenuButton(Dropdown for permissions with label AskByDefault) should get a focus border on receiving focus. What do you see instead? PermissionMenuButton does not get a focus border. This works in 51.0.2704.79 and hence is a regression.

Able to reproduce this on the latest canary(53.0.2762.0) on Windows-7, Linux Ubuntu 14.04. Works fine on Mac OS 10.11.5. Regressed in M-53. Just to update: Still able to reproduce the issue on Windows 7, Ubuntu 14.04 using latest M-53(53.0.2768.0). palmer@Could you please look into this issue.

This isn't palmer's change, this would be estade's (https://chromium.googlesource.com/chromium/src/+/43b34ce93a59b52dfb0f5c125a12d66b299c36d3) estade - is this deliberate?
