Entire chromebook display is flashing black intermittently

Project Member Reported by flackr@chromium.org, Jun 8 2016

Issue description

Version: 51.0.2704.79 (Official Build) (32-bit)
OS: ChromeOS 8172.47.0 (Official Build) stable-channel veyron_minnie

I'm not sure how to consistently repro this but once it started happening it continued to happen many times. I'm fairly certain this is new behavior in M51.

What steps will reproduce the problem?
(1) Open lots of tabs and applications.

What is the expected output?
Nothing special.

What do you see instead?
The entire display started flashing black for about half a second and then coming back. This repeated several times and eventually stopped happening. No state was lost in chrome so it would seem that chrome was not crashing but perhaps the gpu process was? I have filed feedback as well

Please use labels and text to provide additional information.

Having site visible in particular seems to trigger it after a little while: http://half-life.wikia.com/wiki/Resonance_Cascade
