Notification center does not set initial focus

result:
keyboard focus is in limbo

expected:
focus lands on the first focusable view in Notificaiton Center

Still a bug...
repro:
- alt+shift+n
- focus lands on the *first* item in the status tray

expected:
focus lands on the first item in the notification section of the status tray.
