Battery power time display in SysTray needs to be pluralized |

Issue descriptionVersion: 53.0.2758.0 What steps will reproduce the problem? (1) Switch to language where remaining battery time should be pluralized (e.g. Romanian) (2) Open up SysTray menu, observe battery percent - time readout What is the expected output? Translation of "left" (as in "5:00 left") is properly pluralized. What do you see instead? The non-time part of the string doesn't change regardless of time remaining. For example, in Romanian, we might see 0 % — 0:01 rămas 10 % — 1:00 rămasă 11 % — 1:05 rămasă 50 % — 5:00 rămase 51 % — 5:05 rămase (This example came from i18n team.) This is especially tricky due to both singular/plural and masculine/feminine versions of "remains". It's also complicated by the usual pluralization mechanic, l10n_util::GetPluralStringFUTF16(), taking an int, not a time, as an argument. This came up during work on Issue 612181 , but was postponed. See IDS_ASH_STATUS_TRAY_BATTERY_TIME_LEFT_SHORT; IDS_ASH_STATUS_TRAY_BATTERY_TIME_UNTIL_FULL_SHORT might also need attention.

These screenshots are from the system tray menu. All strings read "Timp rămas", even though (according to i18n team), the string should change according to the amount of time remaining (see issue description). Please let me know if I can provide any further info.
