[CVox Next] Launch messaging to notify users that Next is now the only experience

This bug is to track the work for launching messaging to notify users when ChromeVox Next will become the *only* Chrome OS screen reader experience. We will need to give users plenty of time to understand what this change means, and hopefully proactively switch over before the given date. Specific timing and details TBD.

The only things really remaining blocking this:
- math. We have a better story for this now. On any MathJax expression, you can bring up a menu to make it self-voicing. I'm looking into how to make this defaulted (possibly by injecting some js to flip it on).
- docs. A minimal api has been sent out to support the little that Docs needs.
- selection. Unfortunately, Classic works better with DOM selections (e.g. for copying text from a page). This one is hard but I don't think should block us. We should have some kind of mitigation though such as copying the accessible text (from the accessible tree).

Minimize the Classic API and enable it for Next
