[CVox Next] Launch messaging to alert users when Next will become the default

This bug is to track the work for launching messaging to notify users when ChromeVox Next will become the default experience. In phase 4, there will still be a period of time when users can opt out of Next and back to Classic. This bug tracks work for the first round of notifications, notifying users that at X date, they will be switched to Next but can revert back via the ChromeVox options page. Specific timing TBD.

I've not seen this messaging about Next being default. Is there a way to trigger it?
Next is default in M56, specifically: 56.0.2890.0

Make ChromeVox Next the default ChromeVox experience

- removes obsolete key configuration code from options; this leaves options as a simple, clean list of documentable settings
- change the tutorial url to point to the Next tutorial

- change the update notification to point to a release note (rather than the tutorial)

Status: fixed (was: Assigned)
We now message an alert when Next is on for the first time letting users know to look at the update notes for more information.
