Unstable scrolling with Logitech Performance Mouse MX

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
1. Set Logitech Performance MX Mouse to "locked" mode mousewheel (no free running wheel mode)
2. Go this nice website (really!) http://swanh.net/ and steadily scroll with mouse wheel in moderate speed down for a while.

What is the expected behavior?
Page should steadily scroll down, according to your mousewheel movement.

What went wrong?
Page jumps every now and then faster forward than expected like it is getting some kind of "impulse" to scroll more than necessary or wanted. Sorry hard to describe, but you have to experience it. The issue is not there when mouse is in free wheel mode where you can freely scroll the mouse wheel (no snapping).

Issue is also non-existent in Edge, IE or Firefox, so I exclude a mousedriver problem etc.

Did this work before? Yes not sure, but I would say it was fine in Chrome 49... Not sure about Chrome 51

OS Version: 10.0
Flash Version: none (disabled in plugins :-)

Sorry, I wanted to say that I am also not sure, if problem existed also in Chrome 50, but I only noticed it lately, so probably problem started with Chrome 51

Thanks for checking and the screen recording. Using a "normal" mouse the issue does not occur. It seems it is related to that special "MX Mouse" where you have a button to set the scroll wheel to scroll freely (without snapping in) or to snap in mode (like normal wheels do).

Maybe the issue is also linked to the Logitech Setpoint Software, where you can also do different settings for scrollwheel speed and how many lines are skipped. But I can test that only today in the evening in some hours. Will keep you updated.

Please close issue for now, because I cannot reproduce the behavior anymore. Scrolling currently works as it should.
Tested this with Logitech Performance MX Mouse MX518
OS: Win/Mac/linux and chrome channel Chrome/51.0.2704.84: not able to reproduce the issue, it is working fine.
