Add an OnFirstBackgroundEvent to PageLoadMetricsObserver

Currently, there is OnHidden which is called first for the WebContents hidden event, but it would be nice to have an event that is a combination of OnHidden and OnComplete, as opposed to handling both individually.

For context, the motivation for this change is logging without losing data on Android. Thus, the new callback needs to run before the uma subsystem persists log data as part of backgrounding the app.
