Need ability to disable word suggestions from on screen keyboard with kiosk apps

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36
Platform: 7978.74.0 (Official Build) stable-channel clapper

Steps to reproduce the problem:
1. On a convertaible Chromebook launch a kiosk app when in table mode or start in laptop mode and switch to table mode.
2. type using the onscreen keyboard and misspell a word
3. notice suggested words appear

What is the expected behavior?
should have the ability to disable the suggestions from appearing with the onscreen keyboard

What went wrong?
word suggestions appear

kylie.pentecost@ can you give us some context on why you want to disable suggestions in kiosk?
Our app is used for test taking and giving the ability for somebody to use a spell checker kinda defeats the usefulness of the app on Chromebooks. Here are some other similar defects that are causing concern for us:
