User login picture replaced with "ghost" picture after manually running a kiosk app

Issue description

Version: Acer "Buddy" platform 8350.16.0

OS: Chrome OS 52.0.2743.28

What steps will reproduce the problem?
(1) Installed fresh Chrome OS to get an OOBE environment.
(2) Selected "No" for a Chrome Meetings system (I want Kiosk mode).
(3) At the initial sign-in screen I typed ^<alt>k to allow kiosk apps to be launched without signing in.
(4) Signed in using my google login (mlight@google.com)
(5) I was asked to choose an ID picture.  I chose the adorable kitten.
(6) In the chrome browser:
    chrome://extensions
    Checked "Developer Mode"
    Clicked on "Manage Kiosk Applications..."
    Added an application (id hpkfkbodpaljnnjnflbgefgphkkbpkco)
    Clicked Done button
(7) Signed out
(8) Manually ran the app by clicking on the "Apps" label in lower-left corner on the screen, and selecting the app.  Played with some of its functionality for awhile.
(9) Rebooted the machine
(10) Logged in as the owner (mlight@google.com)
(11) My kitten picture id was gone, replaced by the "blue ghost"!
