apply_issue.py needs retries

"Patch" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is not infrastructure-related (e.g. flaky test), please add Sheriff-Chromium label and change issue status to Untriaged. When done, please remove the issue from Trooper Bug Queue by removing the Infra-Troopers label.

Do we retry failed / timed out Rietveld connections? The trace above suggests that we don't. A retry would likely fix most of these issues. WDYT?

from bot_update's perspective, apply_issue.py is not idempotent and must work the first time it is called, so it doesn't retry.

From apply_issue.py's perspective, yes, we should be retrying failed rietveld connections on a per-file level.
