[Windows][Host] Investigate what is required for CRD to use SSL/TLS for curtain mode

Project Member Reported by joedow@chromium.org, Jun 7 2016

Issue description

We currently use the non-SSL/TLS connection type when making CRD connections, this means that we need to ensure the SecurityLayer registry key is set correctly otherwise our connection attempts may fail when using curtain mode (such as on a clean install of Windows 10).

I'd like to do some investigation into what it would take to support this connection type (and potentially update the MSTSC protocol version) and see if it is possible for CRD to support it.
