Copying and pasting inside files app causes right-click menu to flash "New folder"

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 7978.74.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.103 Safari/537.36 Platform: 7978.74.0 (Official Build) stable-channel peppy Steps to reproduce the problem: 1. Copy more than three files from a folder, external drive, or .zip. (the more, the better it is seen) 2. Paste it into the main downloads area. 3. Right-click on any file excluding the ones that are being copied. What is the expected behavior? That the menu pops up and stays static, as the file it is selecting is not being affected by the pasting of the files supposedly. What went wrong? See attached video. Did this work before? N/A Chrome version: 50.0.2661.103 Channel: n/a OS Version: 7978.74.0 Flash Version: Shockwave Flash 21.0 r0

I can confirm I can reproduce this issue, although for me it blinks "New Folder" option. Changing the title to reflect the current behaviour. I tried on the following versions: Chrome: 64.0.3282.190 Chrome (my current dev): 67.0.3376.0
