Experimental builds should be marked as such in buildbucket plugin

Builds under the category `cq_experimental` should be in a separate section of the buildbucket display.

Example bb response with this field: https://cr-buildbucket.appspot.com/_ah/api/buildbucket/v1/builds/9010836488759310704

Separate out experimental builds and hide them by default

With a toggle to be able to show them if people are really curious.
