Regression: Weird flickering is observed on Switch person overlay.

Issue description

Chrome Version: 53.0.2761.2 (Official Build) 605ae590e7a3e805a4dda7e9487caeb06827c8aa-refs/branch-heads/2761@{#3}(32/64-bit)
OS: Windows (7,8,8.1,10), Linux (14.04 LTS)

Pre-condition: Add two person in browser.

Steps: 
1. Launch Chrome, switch to Person 1 and click on avatar icon.
2. Click on 'Manage people' and observe at the bottom of Switch person overlay.

Actual: 'Browse as Guest' and 'Add person' option is seen flickering after clicking on 'Manage people'.

Expected: 'Browse as Guest' and 'Add person' option should not flicker after clicking on 'Manage people'.

This is a regression issue broken in M-52, below is bisect info.

Good build: 52.0.2706.0
Bad build: 52.0.2707.0

Note:
1. This issue is not seen on Mac OS.
