Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36 Platform: 8350.21.0 Steps to reproduce the problem: 1. Tap "Add person" icon by touchscreen in login screen. 2. Enter email 3. Tap "Next" icon by touchscreen to next page, but system UI is not respond. What is the expected behavior? What went wrong? Fail to tap NEXT icon by Touchscreen when adding new account. Did this work before? N/A Chrome version: 52.0.2743.32 Channel: dev OS Version: 52.0.2743.32 Flash Version: Shockwave Flash 22.0 r0

That bug is related to SAML SSO and does not seem related to this. De-dupping but feel free to redup if I'm missing some weird connection.

Can someone post a video of repro on stable? Suspecting issue may depend on exact sequence of inputs. Also, this seems to have similarities to crbug.com/622446 where touch selection worked in 50 but broke in 51 (though that's an app on CrOS, not login screen).
