This started failing either at https://build.chromium.org/p/chromium.perf/builders/Win%20x64%20Builder/builds/9270 or https://build.chromium.org/p/chromium.perf/builders/Win%20x64%20Builder/builds/9271. Dirk, could it be https://codereview.chromium.org/2047583002 or https://codereview.chromium.org/2031233002 ? Can the trooper take a look?

It's a bug in the MSVS toolchain, I've reverted https://codereview.chromium.org/2035313007 to fix this.

Doesn't seem like a trooper issue, removing from the trooper queue.
